Public and private roles in plant health management

World-wide, government institutions play an important role in the management of plant health. This paper develops a conceptual framework in which suppliers and demanders jointly determine the optimal level of plant health in a hypothetical market. Next this paper argues that this market falls short of reaching an optimal plant health situation due to the public good nature of plant health and due to the presence of asymmetric information. A range of commonly applied and novel solutions to this market failure are then discussed.

Failure prevention and management in business incubation: practices towards a scalable business model

How support systems such as a business incubator deal with failure, a common phenomenon in new venture creation, is less understood. Employing a value creation perspective helps us to understand failure, the inability of an entrepreneurial team to build a scalable business model. Based on case studies at nine Swedish business incubators, we develop a dynamic process model towards understanding failure prevention and management in business incubation. We find business incubation practices towards failure prevention and management to be a mix of predictive and non-predictive strategies. These practices could help prevent and mitigate failure at personal, organisational and social levels towards value creation for the startups and their stakeholders and channel the effects of failure towards social benefit.

技术创新对中国就业影响的实证研究

技术创新对就业来说有利有弊。文章阐述了技术创新对就业的破坏机制和创造机制,通过实证研究发现,30多年的技术创新对我国就业总量的综合影响为负。这主要是因为我国劳动力素质与高技术的不匹配以及劳动力流动性差而造成的结构性失业严重,且由于我国产品创新不足、工资刚性、劳动资本市场不完善等原因,使得技术创新的就业补偿机制发挥不充分。文章在此基础上提出了可行建议。

一起110kV电缆中间接头故障分析

通过对发生故障的110 kV电缆中间接头进行解剖,分析推断故障原因可能是绝缘层与半导电屏蔽层间存在微小气隙缺陷,经长期运行发生局部放电并发展成贯穿性导电通道造成绝缘击穿,提出采取在线局部放电测试的方法对设备健康状态进行监控,及时发现缺陷并予以消缺,防止故障发生.
